For educational administrators, integrity is a highly implication and noble quality. However, existing conceptual definitions of integrity remain unclear, particularly for university administrators. This study aims to explore the concept and implication of integrity for university administrators, its multifaceted impact on higher education development, and further discuss methods and strategies to effectively enhance administrators' integrity. The researchers conducted a systematic review of existing literature and explored this topic through conceptual analysis. The findings reveal that for university administrators, the core values of integrity encompass consistency between words and actions, embodying honesty, fairness, decency, trustworthiness, and moral conduct. In educational management practice, the concept of integrity encompasses three dimensions: personal character, professional ethics, and organisational commitment. Its implication can be understood at two levels: individual development and institutional advancement. Furthermore, based on the concept of integrity, the researcher proposes specific, effective, and actionable strategies to enhance the integrity of university educational administrators.
